ABeam Consulting Vietnam cooperates with JICA and the Ministry of Home Affairs to develop a job search application to Japan – Improving transparency and protecting the interests of Vietnamese workers

Hanoi, 04/08/2025  – In the context of the increasing demand for working in Japan, a digital platform called DOLAB-JICA has been officially deployed to help Vietnamese workers access transparent and official recruitment information – without intermediaries, minimizing the risk of being scammed.

The project is a collaborative initiative between the Japan International Cooperation Agency (JICA) and the Overseas Labor Management Agency, Ministry of Home Affairs of Vietnam (formerly the Ministry of Labor, Invalids and Social Affairs), with the participation of software development and coordination from ABeam Consulting Vietnam – a leading strategic and technology consulting unit in Asia. 

Transparency of the process of recruiting workers to Japan

The DOLAB - JICA application is a digital solution to help Vietnamese workers look up clear recruitment information from Japanese enterprises that have been appraised by the Overseas Labor Management Agency. Users can view details of the business name, industry, job description, contract term, salary, allowances, and all expenses before exiting. In particular, employees can submit documents and contact the recruiting business directly, without going through triggers or intermediaries.

Moving forward, we plan to expand the project's impact beyond Vietnam, in partnership with the ILO and JP-MIRAI, to ensure that all workers coming to Japan are effectively protected."

Positive results from the first phase of implementation

The first phase of the project was launched in August 2023 with the completion of the basic design. The second phase is from April 2024 with the completion of the web platform and smartphone application. As of April 2025, the system has attracted:

  • More than 27,000 visits,
  • 956 job postings updated,
  • 230 app downloads from Google Play and App Store
  • 159 newly created employee accounts
  • The application has also organized training for 263 service businesses on how to use the platform and operate the system.
